Before, Bolinao is rich in natural resources like resources in our flora & fauna and marine life, but because of the abuse logging, mining, and illegal fishing (dynamite fishing, electro fishing, blast fishing, and using fine mesh nets), our resources depleted and some of our coral reefs damaged.


So in order to save our natural resources and maintain diversity necessary to sustain healthy ecosystems, Bolinao community and town officials proposed the marine protected areas and mangrove reforestation sites in the area.

As early as 1994, several MPAs were proposed by Pos. This proposal however materialized only in 1997 with the enactment of MPA ordinance in Balingasay and the implementation of mangroves reforestation in Pilar. With the impacts demonstrated in these two sites, four additional MPAs and a mangrove reforestation project were proposed and eventually enacted through the passage of Municipal Fisheries Ordinance in December 1999. In 2004, additional four MPAs and six mangrove reforestation sites were proposed. Most of these are already implemented at varying levels.
